The annual Meeting of Heads of Security Agencies and Intelligence Services of the CIS States is a clear evidence of the high level of cooperation, trust and mutual understanding that has developed between our states.

Today, your collaboration is more relevant than ever. The "collective West" led by the United States does not intend to abandon its course to ensure world domination, to solve the problems of its own development at the expense of the interests of other members of the international community. President of Russia Vladimir Putin spoke about this in detail yesterday at a meeting with you. As an ideological cover for its aggressive designs, Washington uses the concept of a "rules-based world order." It is openly neocolonial in nature and involves the division of the world into a "select group", a "golden billion" and other countries, which are ordered to follow in line with the policy of the West to the detriment of fundamental national interests. It is obvious that such an approach contradicts the aspirations of the overwhelming majority of countries of the world interested in the formation of a just world order and the genuine democratization of international relations.

It's no secret to any of you that the philosophy of "divide and rule" is actively used by the West in relation to the states of the former USSR. The goal is clear: to further fragment the post-Soviet space, to quarrel our countries and peoples, to impose unprofitable schemes of interaction, to push us "to the outskirts" of global processes.

The most striking result of this destructive course is the transformation of Ukraine into an anti-Russian bridgehead. This is what the long-term efforts to establish a neo-Nazi, Russophobic regime in Kiev, pumping up its armed forces and nationalist formations with modern weapons were aimed at. Today, Washington, London and Brussels do not hide their intentions to continue to recklessly invest in the fight against Russia "on the battlefield" with the hands and lives of Ukrainians, who are considered exclusively as expendable material.

Pursuing their thoughtless course (as they say) to "abolish Russia", the Anglo-Saxons achieved unconditional subordination of the entire "collective West", including NATO, as well as the European Union, which has finally lost its ambitions for strategic autonomy and suffers enormous losses from the policy in which the United States dragged it.

The irresponsible line of the West in the Eurasian space is not limited to Ukraine. We remember how two years ago an attempt was made to implement the scenario of a "color revolution" in Belarus. The wise people of this fraternal country close to us did not allow themselves to be deceived. But it is obvious that no CIS state is immune from this kind of interference in internal affairs.

This is clearly seen in the brazen actions of the United States, NATO and the EU in Central Asia and the South Caucasus.

The rapidly changing situation in the world dictates the need to build up honest, equal and mutually beneficial cooperation between our countries, including in order to strengthen regional and national security. We note the effectiveness of the work of such relevant CIS agencies as the Council of Ministers of Internal Affairs, the Anti-Terrorist Centre, the Council of Commanders of border troops and your Meeting.

In order to effectively respond to common external threats and challenges, including those emanating from Afghanistan, we attach great importance to deepening cooperation within the framework of the CSTO. A clear indication of the maturity and high reliability of the Organization was the effective actions of its peacekeeping forces in providing assistance to Kazakhstan in January of this year in stabilizing the internal political situation after mass unrest supported from the outside.

Now the possibility of using CSTO observers to help create favorable conditions for the implementation of the agreements of the leaders of Azerbaijan, Armenia and Russia, in particular on the delimitation of the Armenian-Azerbaijani border and on the normalization of relations between Baku and Yerevan, including the signing of an appropriate agreement, is being discussed. I think the support from the CIS would also be in demand.

In the context of new challenges and threats, the topic of biological safety deserves special attention. As confirmed by the "finds" discovered during a special military operation, the undeclared military-biological programs implemented (or implemented) in Ukraine with the support of the Pentagon posed a direct serious threat not only to Russia. It is no coincidence that the Americans did everything possible to cover up the traces of their experiments in the now liberated territories. When we first discovered these laboratories, at a congressional hearing, Nuland explicitly stated the risks of information about the activities of Pentagon laboratories falling into the hands of Russian specialists. So, there is something to hide. There are good reasons to assume that in the immediate vicinity of the borders of Russia, in fact, components of biological weapons were created, mechanisms for destabilizing the epidemiological situation were worked out.

At the UN Security Council under the Biological and Toxin Weapons Convention, we demanded that the United States provide the necessary clarification and ensure full transparency and legitimacy of its biological programs around the world. We expect an appropriate reaction.

A major task in the framework of cooperation between law enforcement agencies, foreign policy and intelligence agencies remains the fight against illegal migration, while at the same time adapting the mechanisms for regulating labor relations to the needs of the socio-economic development of our states.

Taking into account the complex nature of the challenges and threats common to us, we consider it necessary not to weaken efforts to improve cooperation on the CIS, as well as the CSTO and the SCO, as well as to develop coordinated actions in similar areas between these structures. Today they act as successful examples of equal practical cooperation and genuine multilateral diplomacy. All these organizations have established relations with the UN Secretariat. It is important to strengthen this "bundle" in the context of our common work on the development of integration processes in the space of Greater Eurasia.
