Part Two, Decree of the Concept of Foreign Policy of the Russian Federation
What follows is the second half of the decree. All links are provided with the first part:
- In order to increase the resilience of the system of international relations to crises, improve the socio-economic and humanitarian situation in the world, eliminate the consequences of armed conflicts, implement the 2030 Agenda for Sustainable Development, and strengthen the positive perception of Russia in the world, the Russian Federation intends to promote international development, giving priority to socio-economic development The Republic of Abkhazia, the Republic of South Ossetia, the EAEU member States, the CIS member States that maintain good neighborly relations with Russia, as well as developing countries that pursue a constructive policy towards the Russian Federation.
Environmental protection and global health
- In order to preserve a favorable environment, improve its quality, and rationalize Russia's adaptation to climate change for the benefit of present and future generations, the Russian Federation intends to give priority attention to::
1) to promote science-based, non-politicized international efforts to limit the negative impact on the environment (including reducing greenhouse gas emissions), and to preserve and enhance the absorption capacity of ecosystems;
2) to expand cooperation with allies and partners in order to counter the politicization of international environmental and climate activities, primarily their implementation for the purposes of unfair competition, interference in the internal affairs of States and limiting the sovereignty of States with respect to their natural resources;
3) support the right of each State to independently choose the best mechanisms and methods for environmental protection and adaptation to climate change;
4) Promote the development of common, understandable and equitable global environmental and climate regulations, taking into account the Paris Agreement of December 12, 2015, adopted on the basis of the United Nations Framework Convention on Climate Change of May 9, 1992.;
5) increase the effectiveness of international cooperation in the development and implementation of advanced technologies that contribute to the preservation of a favorable environment and improve its quality, and the adaptation of States to climate change;
6) prevention of causing transboundary damage to the environment of the Russian Federation, primarily the introduction of pollutants (including radioactive ones), quarantine, especially dangerous and dangerous plant pests, plant pathogens, weed plants and micro-organisms into its territory.
- In order to promote the protection of the health and social well-being of the peoples of Russia and other States, the Russian Federation intends to give priority attention to::
1) improving the effectiveness of international cooperation in the field of healthcare and countering its politicization, including within the framework of international organizations;
2) consolidation of international efforts to prevent the spread of dangerous infectious diseases, timely and effective response to sanitary and epidemiological emergencies, combat chronic non-communicable diseases, and overcome the socio-economic consequences of pandemics and epidemics;
3) to increase the effectiveness of international scientific research in the field of healthcare, primarily aimed at the development and implementation of new tools for the prevention, diagnosis and treatment of diseases.
International humanitarian cooperation
- In order to strengthen Russia's role in the global humanitarian space, shape its positive perception abroad, strengthen the position of the Russian language in the world, counteract the campaign of Russophobia waged by unfriendly foreign States and their associations, as well as increase mutual understanding and build trust between States, the Russian Federation intends to give priority attention to::
1) promoting and protecting domestic achievements in the fields of culture, science, education and art from discrimination abroad, as well as strengthening the image of Russia as a state attractive for life, work, study and tourism;
2) support the spread of the Russian language and strengthen its position as a language of international communication, one of the official languages of the UN and a number of other international organizations, promote the study and use of the Russian language in foreign countries (primarily in the CIS member States), preserve and strengthen the role of the Russian language in interethnic and interstate communication, including: implemented on the platforms of international organizations, protection of the Russian language from discrimination abroad;
3) development of mechanisms of public diplomacy with the participation of representatives and institutions of civil society that are constructive towards Russia, as well as political scientists, representatives of the expert and scientific community, youth, volunteer, search and other social movements;
4) to assist in the development of international relations of religious organizations belonging to traditional confessions in Russia, and to protect the Russian Orthodox Church from discrimination abroad, including in the interests of ensuring the unity of Orthodoxy;
5) assistance in the formation of a common humanitarian space between the Russian Federation and the CIS member States, and the preservation of centuries-old civilizational and spiritual ties between the people of Russia and the peoples of these states;
6) ensuring guaranteed free access of Russian athletes and sports organizations to international sports activities, promoting its depoliticization, improving the activities of international sports intergovernmental and public organizations, as well as developing new formats of international sports cooperation with states that pursue a constructive policy towards Russia.
- In order to counter the falsification of history, inciting hatred towards Russia, spreading the ideology of neo-Nazism, racial and national exclusivity, aggressive nationalism, and strengthening the moral, legal and institutional foundations of modern international relations, which are based mainly on the universally recognized results of the Second World War, the Russian Federation intends to give priority attention to::
1) dissemination abroad of truthful information about the role and place of Russia in world history and the formation of a just world order, including the decisive contribution of the Soviet Union to the victory over Nazi Germany and to the creation of the United Nations, its large-scale assistance in the decolonization and statehood of the peoples of Africa, Asia and Latin America;
2) taking necessary measures both within the framework of relevant international platforms and at the level of bilateral relations with foreign partners to counteract the distortion of significant events in world history that affect Russia's interests, including the suppression of crimes, rehabilitation and glorification of German Nazis, Japanese militarists and their accomplices;
3) taking response measures against foreign states and their associations, foreign officials, organizations and citizens involved in committing unfriendly actions against Russian objects of historical and memorial significance located abroad;
4) to promote constructive international cooperation for the preservation of historical and cultural heritage.
Protection of Russian citizens and organizations from foreign illegal encroachments, providing support to compatriots living abroad, international cooperation in the field of human rights
- In order to protect the rights, freedoms and legitimate interests of Russian citizens (including minors), protect Russian organizations from foreign illegal encroachments, and counteract the campaign of Russophobia unleashed by unfriendly States, the Russian Federation intends to give priority attention to: :
1) monitoring unfriendly actions against Russian citizens and organizations, such as applying restrictive measures (sanctions) of a political or economic nature, unjustified legal prosecution, committing crimes, discrimination, inciting hatred;
2) taking measures of influence and special economic measures against foreign states and their associations, foreign officials, organizations and citizens involved in committing unfriendly actions against Russian citizens and organizations, as well as in violating the fundamental rights and freedoms of compatriots living abroad;
3) improving the effectiveness of global, regional and bilateral mechanisms for the international protection of the rights, freedoms and legitimate interests of Russian citizens and the protection of Russian organizations, as well as the formation of new mechanisms in this area, if necessary.
- In order to develop relations with compatriots living abroad and provide them with comprehensive support (taking into account their significant contribution to the preservation and dissemination of the Russian language and culture) in connection with their systematic discrimination in a number of States, the Russian Federation, as the core of the civilizational community of the Russian world, intends to give priority attention to::
1) to promote the consolidation of compatriots living abroad who are constructively inclined towards Russia, and to support them in protecting their rights and legitimate interests in their countries of residence, especially in unfriendly states, and to preserve their all-Russian cultural and linguistic identity, Russian spiritual and moral values, and ties with the historical Homeland;
2) encouraging voluntary resettlement to the Russian Federation of compatriots who are constructively inclined towards Russia, especially those who are discriminated against in their countries of residence.
- Russia recognizes and guarantees human and civil rights and freedoms in accordance with generally recognized principles and norms of international law, and considers the rejection of hypocrisy and the conscientious fulfillment by States of their obligations in this area to be one of the conditions for the progressive and harmonious development of mankind. In order to promote respect for and respect for human rights and freedoms in the world, the Russian Federation intends to give priority attention to::
1) ensuring that the interests of Russia, its national, socio-cultural, spiritual, moral and historical features are taken into account when improving international legal regulation and international mechanisms in the field of human rights;
2) monitoring and making public the real situation with respect for human rights and freedoms in the world, especially in states that claim to be their own exclusivity in respect of human rights and the definition of international norms in this area;
3) eliminating the policy of double standards in international cooperation in the field of human rights, making it non-politicized, equal and mutually respectful;
4) countering the use of human rights issues as an instrument of external pressure, interference in the internal affairs of States and exerting a destructive influence on the activities of international organizations;
5) taking measures of influence against foreign states and their associations, foreign officials, organizations and citizens involved in the violation of fundamental human rights and freedoms.
Information support of the foreign policy activities of the Russian Federation
- In order to form an objective perception of Russia abroad, strengthen its position in the global information space, counteract the coordinated anti-Russian propaganda campaign carried out on a systematic basis by unfriendly States and including disinformation, slander and incitement to hatred, as well as to ensure free access of the population of foreign countries to reliable information, the Russian Federation intends to give priority attention to::
1) providing the widest possible foreign audience with truthful information about the foreign and domestic policy of the Russian Federation, its history and achievements in various spheres of life, and other reliable information about Russia;
2) to promote the dissemination of information abroad that contributes to the consolidation of international peace and mutual understanding, the development and establishment of friendly relations between states, the strengthening of traditional spiritual and moral values as a unifying principle for all mankind, as well as to increase the role of Russia in the global humanitarian space;
3) ensuring protection from discrimination abroad and helping to strengthen the position of Russian mass media and mass communications in the global information space, including domestic digital information platforms, as well as the mass media of compatriots living abroad who are constructively inclined towards Russia;
4) improving the tools and methods of information support for the foreign policy activities of the Russian Federation, including increasing the efficiency of using modern information and communication technologies, including social networks;
5) improving international mechanisms and norms for regulating and protecting the activities of mass media and mass communications, ensuring free access to them, creating and distributing information;
6) creation of favorable conditions for the activities of foreign mass media on the territory of Russia on the basis of the principle of reciprocity;
7) further formation of a common information space between the Russian Federation and the CIS member states, and increasing cooperation in the information sphere with states that pursue a constructive policy towards Russia.
V. Regional directions of the Russian Federation's foreign policy
Near Abroad
- The most important factors for Russia's security, stability, territorial integrity and socio-economic development, as well as strengthening its position as one of the most influential sovereign centers of global development and civilization, are ensuring stable long-term good-neighborly relations and combining potentials in various spheres with the CIS member States and other neighboring states that are bound to Russia by centuries-old traditions of joint statehood deep interdependence in various spheres, a common language, and close cultures. In order to further transform the near Abroad into a zone of peace, good neighborliness, sustainable development and prosperity, the Russian Federation intends to give priority attention to::
1) preventing and resolving armed conflicts, improving interstate relations and ensuring stability in the near abroad, including stopping the instigation of "color revolutions" and other attempts to interfere in the internal affairs of Russia's allies and partners;
2) ensuring guaranteed protection of Russia, its allies and partners in any development of the military-political situation in the world, strengthening the regional security system based on the principle of indivisibility of security and Russia's key role in preserving and strengthening regional security, complementarity of the Union State, the CSTO and other formats of interaction between Russia and its allies and partners in the sphere of defense and security;
3) countering the deployment or strengthening of the military infrastructure of unfriendly states and other threats to Russia's security in the near abroad;
4) deepening integration processes that meet the interests of Russia, strategic cooperation with the Republic of Belarus, strengthening the system of mutually beneficial comprehensive multilateral cooperation based on combining the potentials of the CIS and the EAEU, as well as developing additional multilateral formats, including the mechanism of interaction between Russia and the states of the Central Asian region;
5) formation of a long-term integrated economic and political space in Eurasia;
6) preventing and suppressing unfriendly actions of foreign states and their associations that provoke disintegration processes in the near abroad and create obstacles to the exercise of the sovereign right of Russia's allies and partners to deepen comprehensive cooperation with it;
7) to use the economic potential of good-neighborliness, primarily with the EAEU member states and states interested in developing economic relations with Russia, in order to form a broader integration circuit in Eurasia;
8) comprehensive support to the Republic of Abkhazia and the Republic of South Ossetia, and assistance in implementing the voluntary choice of the peoples of these states based on international law in favor of deepening integration with Russia;
9) strengthening cooperation in the Caspian Sea area, based on the exclusive competence of the five Caspian littoral states in resolving all issues related to this region.
The Arctic
- Russia strives to preserve peace and stability, increase environmental sustainability, reduce threats to national security in the Arctic, and ensure favorable international conditions for the socio-economic development of the Arctic zone of the Russian Federation (including the protection of the native habitat and traditional way of life of indigenous small-numbered peoples living in this zone), as well as for the development of the Northern transport routes as a competitive national transport artery with the possibility of its international use for transportation between Europe and Asia. To this end, the Russian Federation intends to give priority attention to::
1) peaceful resolution of international issues related to the Arctic, based on the special responsibility of the Arctic States for the sustainable development of the region and the sufficiency of the United Nations Convention on the Law of the Sea of December 10, 1982 to regulate interstate relations in the Arctic Ocean (including the protection of the marine environment and the delimitation of maritime spaces);
2) neutralizing the policy of unfriendly states to militarize the region and limit Russia's ability to exercise its sovereign rights in the Arctic zone of the Russian Federation;
3) ensuring the immutability of the historically established international legal regime of the internal sea waters of the Russian Federation;
4) establishing mutually beneficial cooperation with non-Arctic States that pursue a constructive policy towards Russia and are interested in carrying out international activities in the Arctic, including the infrastructure development of the Northern Sea Route.
The Eurasian continent.
People's Republic of China, Republic of India
51.A comprehensive deepening of relations and coordination with friendly sovereign global centers of power and development located on the Eurasian continent and committed to approaches that fundamentally coincide with Russia's approaches to the future world order and solving key problems of world politics is particularly important for achieving the strategic goals and main objectives of the Russian Federation's foreign policy.
- Russia is committed to further strengthening its comprehensive partnership and strategic cooperation with the People's Republic of China and attaches priority to developing mutually beneficial cooperation in all areas, providing mutual assistance and strengthening coordination in the international arena in the interests of ensuring security, stability and sustainable development at the global and regional levels both in Eurasia and in other parts of the world.
- Russia will continue to build up its particularly privileged strategic partnership with the Republic of India in order to raise the level and expand cooperation in all areas on a mutually beneficial basis, and pay special attention to increasing the volume of bilateral trade, investment and technological ties and ensuring their resilience to the destructive actions of unfriendly States and their associations.
- Russia strives to transform Eurasia into a single continental space of peace, stability, mutual trust, development and prosperity. Achieving this goal involves::
1) fully strengthen the SCO's potential and role in ensuring security in Eurasia and promoting its sustainable development by improving the Organization's activities taking into account modern geopolitical realities;
2) forming a broad integration contour – the Greater Eurasian Partnership - by combining the potentials of all states, regional organizations and associations of Eurasia based on the EAEU, the SCO and the Association of Southeast Asian Nations (ASEAN), linking the development plans of the EAEU and the Chinese initiative "One Belt, One Road" while maintaining the possibility of participating in this partnership all interested states and multilateral associations of the Eurasian continent and, as a result, the formation of a network of partner organizations in Eurasia;
3) strengthening the economic and transport connectivity of Eurasia, including by modernizing and increasing the capacity of the Baikal-Amur and Trans – Siberian Railway lines, launching the North – South international transport corridor as soon as possible, improving the infrastructure of the Europe-Western China international transport corridor, the Caspian and Black Sea regions, and the Northern Sea Route, and creating zones for the development of transport infrastructure in the development and economic corridors in Eurasia, including the Russia-Mongolia-China economic corridor, as well as increasing regional cooperation in the field of digital development and energy partnership formation;
4) resolving the situation in Afghanistan, promoting its establishment as a sovereign, peaceful, neutral state with a stable economy and political system that meets the interests of all ethnic groups living in it, which will open up prospects for Afghanistan's integration into the Eurasian space of cooperation.
Asia-Pacific region
- Given the rapidly growing multi-faceted potential of the Asia-Pacific region, the Russian Federation intends to give priority attention to:
1) enhancing cooperation in the economic, security, humanitarian and other spheres with the States of the region and ASEAN;
2) to promote the formation of a comprehensive, open, indivisible, transparent, multilateral and equal security architecture in the region and mutually beneficial cooperation on a collective non-aligned basis, as well as to use the potential of the region in order to form a Greater Eurasian Partnership;
3) promotion of constructive non-politicized dialogue and interstate cooperation in various fields, including using the opportunities of the Asia-Pacific Economic Cooperation Forum;
4) countering attempts to undermine the regional system of multilateral associations in the field of security and development created around ASEAN, based on the principles of consensus and equality of its participants;
5) development of broad international cooperation in the interests of countering policies aimed at drawing dividing lines in the region.
The Islamic world
- The States of friendly Islamic civilization, which in the realities of a multipolar world has broad prospects of becoming an independent center of global development, are becoming increasingly popular and reliable partners of Russia in ensuring security, stability, and solving economic problems at the global and regional levels. Russia strives to strengthen comprehensive and mutually beneficial cooperation with the member States of the Organization of Islamic Cooperation, respecting their socio-political structures and traditional spiritual and moral values. To this end, the Russian Federation intends to give priority attention to::
1) developing comprehensive and trust-based cooperation with the Islamic Republic of Iran, fully supporting the Syrian Arab Republic, as well as deepening a multi-faceted mutually beneficial partnership with the Republic of Turkey, the Kingdom of Saudi Arabia, the Arab Republic of Egypt and other member States of the Organization of Islamic Cooperation, taking into account the degree of their sovereignty and the constructive policy they pursue towards the Russian Federation;
2) the formation of a stable comprehensive architecture of regional security and cooperation in the Middle East and North Africa based on combining the potentials of all States and interstate associations of regions, including the League of Arab States and the Cooperation Council for the Arab States of the Persian Gulf. Russia intends to actively cooperate with all interested states and interstate associations in order to implement the Russian Concept of Ensuring Collective Security in the Persian Gulf, considering the implementation of this initiative as an important step towards a sustainable and comprehensive normalization of the situation in the Middle East region. ;
3) promoting interreligious and intercultural dialogue and mutual understanding, consolidating efforts to protect traditional spiritual and moral values, and combating Islamophobia, including through the Organization of Islamic Cooperation;
4) smoothing out contradictions and normalizing relations between the member States of the Organization of Islamic Cooperation, as well as between these States and their neighbors (primarily the Islamic Republic of Iran and Arab countries, the Syrian Arab Republic and its neighbors, Arab countries and the State of Israel), including through efforts aimed at a comprehensive and long-term solution the Palestinian question;
5) assistance in resolving and overcoming the consequences of armed conflicts in the Middle East, North Africa, South and South-East Asia and other regions where the Organization of Islamic Cooperation member States are located;
6) to use the economic potential of the member states of the Organization of Islamic Cooperation in order to form a Large Eurasian Partnership.
Africa
- Russia stands in solidarity with African States in their efforts to establish a more just multipolar world and eliminate socio-economic inequality, which is exacerbated by the sophisticated neocolonial policies of a number of developed countries towards Africa. The Russian Federation intends to promote the further development of Africa as a distinctive and influential center of global development, paying priority attention to::
1) support in ensuring the sovereignty and independence of the African States concerned, including through assistance in the areas of security, including food and energy security, military and military-technical cooperation;
2) assistance in resolving and overcoming the consequences of armed conflicts in Africa, especially interethnic and ethnic ones, advocating for the leading role of African States in these efforts, based on the principle of "an African solution to African problems"formulated by them;
3) strengthening and deepening Russian-African cooperation in various spheres on a bilateral and multilateral basis, primarily within the framework of the African Union and the Russia-Africa Partnership Forum;
4) increase the volume of trade and investment with African states and integration structures in Africa (primarily the African Continental Free Trade Zone, the African Export-Import Bank and other leading sub-regional organizations), including through the EAEU;
5) to promote and develop relations in the humanitarian sphere, including scientific cooperation, training of national personnel, strengthening of health systems, provision of other assistance, promotion of intercultural dialogue, protection of traditional spiritual and moral values, and the right to freedom of religion.
Latin America and the Caribbean
- In view of the progressive strengthening of the sovereignty and multidimensional potential of the Latin American and Caribbean States, the Russian Federation intends to develop relations with them on a pragmatic, de-ideologized and mutually beneficial basis, with priority given to:
1) support interested Latin American States that are subject to pressure from the United States and its allies in ensuring their sovereignty and independence, including through establishing and expanding cooperation in the fields of security, military and military-technical cooperation;
2) strengthening friendship, mutual understanding and deepening a multi-faceted mutually beneficial partnership with the Federal Republic of Brazil, the Republic of Cuba, the Republic of Nicaragua, the Bolivarian Republic of Venezuela, and developing relations with other Latin American States, taking into account the degree of their independence and constructive policy towards the Russian Federation;
3) increase mutual trade and investment with Latin American and Caribbean States, including through cooperation with the Community of Latin American and Caribbean States, the South American Common Market, the Central American Integration System, the Bolivarian Alliance for the Peoples of the Americas, the Pacific Alliance, and the Caribbean Community;
4) expansion of cultural, scientific, educational, sports, tourism and other humanitarian ties with the states of the region.
European region
- Most European States pursue aggressive policies towards Russia aimed at creating threats to the security and sovereignty of the Russian Federation, gaining unilateral economic advantages, undermining domestic political stability and eroding traditional Russian spiritual and moral values, and creating obstacles to Russia's cooperation with its allies and partners. In this regard, the Russian Federation intends to consistently protect its national interests, paying priority attention to::
1) reducing and neutralizing threats to the security, territorial integrity, sovereignty, traditional spiritual and moral values and socio-economic development of Russia, its allies and partners from unfriendly European states, the North Atlantic Treaty Organization, the European Union and the Council of Europe;
2) creating conditions for the cessation of unfriendly actions of European states and their associations, their complete rejection of the anti-Russian course (including interference in Russia's internal affairs), as well as for their transition to a long-term policy of good neighborliness and mutually beneficial cooperation with Russia;
3) the formation of a new model of co-existence with European states that will ensure the safe, sovereign and progressive development of Russia, its allies and partners, and lasting peace in the European part of Eurasia, including taking into account the potential of multilateral formats, including the Organization for Security and Co-operation in Europe.
- The objective prerequisites for the formation of a new model of co-existence with European States are geographical proximity, historically deep cultural, humanitarian and economic ties between the peoples and States of the European part of Eurasia. The main factor complicating the normalization of relations between Russia and European states is the strategic course of the United States and its individual allies to draw and deepen dividing lines in the European region in order to weaken and undermine the competitiveness of the economies of Russia and European states, limit the sovereignty of European states, and ensure the global dominance of the United States.
- The realization by European States that there is no alternative to peaceful coexistence and mutually beneficial equal cooperation with Russia, an increase in their level of foreign policy independence and a transition to a policy of good neighborliness with the Russian Federation will have a positive impact on the security and well-being of the European region, and will help European states take their rightful place in the Greater Eurasian Partnership and multipolar world.
The United States and other Anglo-Saxon states
- Russia's policy towards the United States is of a combined nature, taking into account the role of this state as one of the influential sovereign centers of world development and, at the same time, the main inspirer, organizer and performer of the aggressive anti-Russian policy of the collective West, the source of the main risks to the security of the Russian Federation, international peace, and balanced, fair and progressive development of mankind.
63.The Russian Federation is interested in maintaining strategic parity, peaceful coexistence with the United States, and establishing a balance of interests between Russia and the United States, taking into account their status as major nuclear Powers and their special responsibility for strategic stability and the state of international security in general. The prospects for forming such a model of Russian-American relations depend on the degree of readiness of the United States to abandon the policy of power dominance and reconsider the anti-Russian course in favor of interaction with Russia based on the principles of sovereign equality, mutual benefit and respect for each other's interests.
- The Russian Federation intends to build relations with other Anglo-Saxon States depending on the degree of their readiness to abandon the unfriendly course towards Russia and respect its legitimate interests.
Antarctic region
- Russia is interested in preserving Antarctica as a demilitarized space of peace, stability and equal cooperation, in maintaining environmental sustainability and expanding its presence in the region. To this end, the Russian Federation intends to give priority attention to the preservation, effective implementation and progressive development of the Antarctic Treaty system of December 1, 1959.
VI. Formation and implementation of the foreign policy of the Russian Federation
- The President of the Russian Federation, in accordance with the Constitution of the Russian Federation and federal laws, determines the main directions of the State's foreign policy, directs it and, as the head of State, represents the Russian Federation in international relations.
- The Federation Council of the Federal Assembly of the Russian Federation and the State Duma of the Federal Assembly of the Russian Federation, within the limits of their powers, carry out legislative support for the implementation of the foreign policy course of the Russian Federation and the fulfillment of its international obligations, as well as contribute to the implementation of the tasks of parliamentary diplomacy.
- The Government of the Russian Federation takes measures to implement the foreign policy of the Russian Federation and international cooperation.
- The State Council of the Russian Federation, within its competence, participates in the development of strategic objectives and goals of the foreign policy of the Russian Federation, and assists the President of the Russian Federation in determining the main directions of the foreign policy of the Russian Federation.
